CONSTITUTION AND BY-LAWS OF THEWILSON RADIO CONTROL MODELER’S ASSOCIATIONAmended 09/16/2010 ARTICLE 1: NAME The name of this organization shall be: The Wilson Radio Control Modelers Association ARTICLE 2: PURPOSE This organization has been formed to promote model aviation, to encourage individual skill development, the exchange of hobby related information, and to engage in a program of research and safety in model aircraft design, construction, and flying. I t is a nonprofit organization and all Association funds will be used to provide a flying site, to provide maintenance of same flying site (either internal or contractually as determined by vote of club membership), and to promote Association activities. ARTICLE 3: MEMBERSHIP (GENERAL) Section 1. Any model builder, fliers, or interested persons may be admitted into membership as voted by two-thirds (2/3) majority of the membership in good standing present at a scheduled meeting. Section 2. Any member may be removed from membership for just cause, as voted by a two-thirds (2/3) majority of the membership in good standing present at a scheduled meeting. Section 3. A new membership applicant shall be subject to approval by the voting members after the applicant has met the following requirements: (1) Applicant must provide a current AMA membership or proof of application. (2) Applicant must read and understand, and agree to abide by the Association Constitution / By-laws and AMA safety regulations. (3) Applicant must prepay a $25.00 membership initiation fee. Section 4. A member in good standing is one who has made every endeavor to attend all Scheduled meetings, and is current in dues. ARTICLE 4: FAMILY MEMBERSHIP A membership will include all members of the immediate family living in the same household. All interested family members are invited to meetings. Only one vote per membership is recognized. ARTICLE 5: JUNIOR MEMBERSHIP An applicant is eligible for Junior Membership if he/she is under the age of eighteen (18) years of age and has a current AMA Membership.Dues are to be $1.00 per month, $12.00 per year. Dues will be prorated for new joining members. The initiation fee of $25.00 will be waived for Junior Membership.The Junior Member will not have access to the Club’s building, and he/she must be supervised by an adult member while at the flying field and during all flights. The Junior Member will not have voting rights during Club meetings. ARTICLE 6: DUESSection 1. Dues are to be paid yearly at January’s scheduled meeting. Dues are considered past due at the close of the next months (February) meeting. Any member that is thirty, (30) days late will have all Association privileges suspended. Members sixty, (60) days late are subject to expulsion from the Association by a vote of two-thirds (2/3) majority of the membership who are in good standing present at the next scheduled meeting. Anybody falling six months or more delinquent, must bring their dues up to date, or pay an additional $25.00 reinstatement fee as well as annual dues. Dues will be prorated for new joining members. Section 2. Dues are to be paid on an annual basis. The current annual dues are $60.00. Members being 65 years of age in current calendar year receive a $10 discount off membership dues. Section 3. Contributions: The elected officials and the general membership are authorized to receive contributions on behalf of the Association from any individual or organization. These contributions are to be submitted to the elected Treasurer and are to be utilized, as would ordinary Association funds but are to be so identified as contributions in the financial records. ARTICLE 7: OFFICERSSection 1. PRESIDENT: The President shall preside over all Association meetings. It shall be his responsibility to check all Association records to make sure that they are handled properly. The President shall act as spokesperson for the Association in all matters pertaining to it, and shall serve as Committee Chairperson appointing all committees. Section 2. VICE-PRESIDENT: The Vise-President shall assume the responsibility of the President in his absence and will also serve as Association Program Director. Section 3. TREASURER: The Treasurer shall collect all moneys, keep accurate financial records, and maintain the Association bank account. He shall report receipts and expenses at all scheduled Association meetings. Section 4. SECRETARY: The Secretary shall record the minutes of all scheduled Association meetings. He/She shall be the custodian of all Association records and history. At each scheduled Association meeting, he/she shall report on the minutes of the previous scheduled Association meeting. He/She shall keep all attendance rolls and serve as membership chairperson. He/She shall receive, review and recommend all applicants for new membership. The secretary shall issue a redundant copy of the minutes to each officer in the association, within two weeks after the monthly meeting. Section 5. EDITOR: The Editor shall publish the Association newsletter each month. The name of the newsletter is to be “The Flight Line”. The contents of the publication is to contain information of the Association and its membership such as; scheduled events and their dates, times and location, Association meetings and their dated, times and locations; items of interest in Model Aviation; happenings within the membership, etc. Guest writers’ remarks are to be welcomed. To keep general membership current, the newsletter is to be mailed out in time for receipt prior to scheduled Association meetings. Section 6. FIELD MARSHAL: Duties should include: 1. Supervision of field layout; parking, flight line, etc. 2.Greeting of new faces at the field and explanation of the sport and how to become involved. 3. Location of nearest hospital and police department 4. Location of field fire extinguisher. 5. Supervision of transmitter impound area 6. Field maintenance crew supervision. 7. Knowledge of first aid and location of first aid kit. 8. Erection of temporary signs during flying sessions. 9. Field clean up (litter, etc.) 10. Presentations to club at open meetings on problems. 11. Ability to handle non-fliers who may disrupt operations. Section 7. SAFETY OFFICER: The Safety Officer shall report any safety violation observed or reported to him at each scheduled Association meeting. He will also make recommendations in regard to safety for further Association consideration and Bylaw adoption. The Safety Officer may form a committee to police the flying site and enforce the Association safety regulations. Section 8. Web Master Duties; The Web Master shall maintain the club web site and keep the secretary current of all account information, hosting, domain, and passwords for the account. ARTICLE 8: VACANCIES Vacancy in any office shall be filled by two-thirds (2/3) majority vote of the membership in good standing present at a scheduled meeting. ARTICLE 9: MEETINGS Section 1. General meetings of the Association shall be held on the second (2nd) Monday of each month at 7:00 PM at a place designated during the officers’ board meeting and published in “The Flight Line”. Section 2. Special meetings may be called at any time during the month. Section 3. The officers’ board meeting will be held at the Presidents’ discretion at a location designated by the President. Section 4. Any member missing three (3) consecutive meetings without good reason can be dropped from active roles in the Association by a two-thirds (2/3) majority vote of membership in good standing present at quorum, or scheduled meeting. An Association officer must be contacted prior to the scheduled meeting to give notification of intended absence, which will establish “good reason”. Special consideration will be given former members with conflicting business schedules or geographical problems (i.e.: members who work permanent second shift jobs or live such a distance from the designated meeting location as to become impractical to travel). ARTICLE 10: INFORMATIONSection 1. All Association members shall be provided with a copy of these By-Laws. Section 2. All members shall receive any additional information pertaining to Association business and the Association newsletter “The Flight Line”. ARTICLE 11: AMENDMENTSSection 1. Amendments may be made to these By-Laws at any scheduled meeting of the Association, providing that the membership has been notified in the Association newsletter “The Flight Line” that an amendment is to be considered at the next scheduled meeting. Section 2. The person or persons authorizing an amendment shall provide copies of the proposed amendment to all members for their review prior to the meeting in which the amendment is to be considered. Section 3. Constitution and/or By-Laws amendments are made by a two-thirds (2/3) majority vote of the membership in good standing at a scheduled meeting. ARTICLE 12: FIELD AND FLYING RULES
